In addition to the use of single-engineered-cold-cells, there are whole cell block
cold cells.
Where an entire cell block is super chilled to frigid and deadly temperatures. This is done on purpose.
An example is last year's Pelican Bay Prison hunger strike retaliation.
Also, the infamous and deadly Miami/Dade 9th floor psychiatric wing is super chilled to deadly temperatures that killed inmates.
Courthouse Holding Cold Cells too
Holding cells in courthouses are unable to support human life.
Take for example the 2009 story of Elisha McCoy1, who was left overnight in a cold cell at the San Francisco courthouse. In the morning they took him to the hospital where he was treated for hypothermia and offered $1,000 if he would sign a form saying he won't sue his captors.
In 2014, inmate Larry Moulton was left overnight in a courthouse holding cell after the heat was turned off for the night.
